3Comīs Palm series of personal organizers are apparently outselling Windows CE devices by up to 2-to-1.  Sales of Palm devices has now reached about 3 million units (as of 1999).

Articles in the computer technical press indicate that Microsoft may be planning to rewrite the Windows CE operating system in order to make the devices attractive to users that are presently choosing the Palm Pilots.  This is described as a "major face-lift"; in order to make the OS easier to use.

One of the problems mentioned is that WinCE files can not be universally exchanged or read on the desktop operating systems.  This problem can even occur with files attached to email created in one version of Windows and sent to a WinCE device.

As the Palm devices become more capable at sending and receiving messages from the Internet, the WinCE devices need to be similarly capable and easy to use.  At the present time Windows CE devices appear to be losing out to the Palm devices.  The number of "clicks" required to do a task on the Palm Pilot is usually fewer than the "clicks" required while using a Windows CE device.

Reviewers comment that if the WinCE operating system were more compatible with the other Windows operating systems, WinCE would steal market from the "bigger" operating systems.  Microsoft apparently charges twice as much for laptop and desktop operating system licenses as they do on WinCE licenses.
